Awaab’s Law Phase 2.0 Preparing for the Next Phase

With Awaab’s Law Phase 2 coming into force on 30 November 2026, social landlords will need to respond to a much wider range of significant hazards, including excess heat and excess cold, fire and electrical hazards, falls and structural risks.

This creates important new considerations across both Assets & Repairs and Decarbonisation teams, particularly where property condition, heating and ventilation, retrofit measures, communal heating systems and resident vulnerability overlap.

Alongside this, the new Ofgem heat network regulatory regime is now in force, with existing heat networks required to be registered with Ofgem by January 2027. This creates a timely opportunity to consider how heat network responsibilities connect with wider Awaab’s Law preparedness.

This joint workshop will explore how organisations are preparing for the next phase of Awaab’s Law, where responsibilities sit across teams, and whether existing systems, processes and data are capable of identifying and responding to hazards within the required timescales.

The session will provide an opportunity for members to share approaches, identify gaps and learn from organisations already preparing for Phase 2, with a particular focus on the practical changes required ahead of November.
